It was reported previously that after Eilat port became inoperable, Israel started using the adjacent Aqaba port of Jordan. So, it is a legitimate target.
There were claims they would be shipped to the UAE but even if they had received it by now, I doubt they would have operators ready on time nor Russia would be in a hurry to provide missiles for it.

Best missile for this specific use case is arguably 9m96 series; they're expensive, and quite likely Russia would really not mind export orders.
