Thinking about it, I wonder if the DF-27 features similar dual-variant HGVs like the DF-17 (i.e., waverider variant and biconical variant)?

What do you mean by biconical variant of DF-17? DF-17 is waverider.

No, I'm talking about a biconical variant of the DF-27 itself, similar to how the biconical variant of DF-17 isn't the DF-16A/B (where the lengths of the launcher and rocket booster of the DF-17 is somewhat greater than those of the DF-16).

The long-rumored DF-1X or DF-17 CRI has finally appeared in official reports. This is a positive sign, as the size of the missile's magazine depth directly determines how many strike packages the PLARF can deploy with a slimmer budget.

This isn't a case of “Wait, isn't this just putting a DF-16 into a DF-17 launcher?” the DF-17's launcher and missile body are both approximately 1.5-2 meters longer than the DF-16's.

Speculative guess is that this DF-17 CRI should feature a larger warhead payload, due to its conical rather than waverider warhead, but resulting in a smaller glide envelope.

Why electric? To reduce thermal signature by removing exhaust? Or for more powerful radio communication requiring higher electric power?
Primarily to save fuel (extending range). ICE powerplant in a hybrid is much lower in peak power than a pure IEC counterpart. Hybrid will run much more fuel efficient than an "overly" powered conventional counterpart.

Higher acceleration to disperse faster under an attack?
Electric motor has continuous torque meaning that the viechle can pass rough terrain better than ICE engine, lower peak power demand, no risk of engine stall due to wrong gear etc. "Relative" higher acceleration is just one of the advantage. These advantages are applicable in many scenarios than just running away from attack.
