put the 1 billion USD early warning radars out of the range of short range missiles.
Even the THAAD radars are hard to move and easy to target with Anti Radiation Missiles missiles, the early warning radards are flexible as a ten storey building.
Tule of tumb :anything using hihger than 3GHz frequency for search is an easy toarget for anti radiation missiles.
