Lol, have you ever opened a history book about Latin America, Middle East or Africa?. There is no such thing has having good relations with the West and QoL for your people because the West living standards are dependent on the "strip mining" of these countries, including the people, and resources that improve the quality of life of the locals means less resources they can extract for their own benefit.You could maintain good relations with the West, develope your country and have a good QoL for the citizen.
