That base has been in use for ages and why not? Not all us military satellites are starlinks and proper satellite uplinks are still required. Even from the strike footage itself you can see the dome is surrounded by tall buildings, strange place to put a radar.

In fact in Google maps you can literally see another uplink without the radome likely under maintenance.

That military installation is part of the GPS ground segment.

Most likelly the big dishes are radards to calibrate the position of GPS satelites.
