If the next gen general purpose destroyer is going to be 13k tons, why not just procure more 055s?

055 isn't in a permanent bleeding edge, it is not a new ship design anymore(12 yrs old). It's also a ship with rather expensive sensor suit, which is different from what 052D brings to the table.

052s are IIRC the only major warship class in the world with UHF array (though a few EU designs also have a biggie SMART-L, but it serves a very different main purpose). Which for obvious reasons is rather relevant in modern warfare.

Summary:
Papers on 003's hull design started appearing as far back as 2012, but it was further updated to the current version in 2014 and from then papers on the hull design seems to have been mostly finalised with minor mods seen from papers published since then. More importantly the "Sino-Zumwalt" models have seemingly been appearing for around a decade in 32 different papers to date, with multiple physical models appearing. He notes that the design seems to have gone through similar design iterations like 003's design process, suggesting that this is likely a real project that is in its final stages by now. Another interesting thing to note from this, is that he mentions that there doesn't seem to be much mention for a general purpose 9000t destroyer in papers in the recent years other than a "DT5415" model and some papers using the Burke model neither has there been a mention for a physical model for such a ship in any papers. Meaning if there were ever such a design, it was not taken further than computational analysis or preliminary design, atleast not according to current evidence. Possibly meaning that the 9000t general purpose destroyer is no longer a thing or possibly never has been a thing.

Summary:
054B's original hull plans was seen as far back as ~2015-2016 and didn't really change ever since. Although it was only built after 8 or so years due to awaiting a suitable diesel engine.

003's current hull design as mentioned above was mostly finalised as far back as 2014 and waited for EMCats and new boilers to be ready before construction started.

Similar to both of the above, the tumblehome design was seen as far as 2014 and was only minorly modified ever since. It is likely that it is awaiting next generation gas turbines and diesel gensets to be ready before construction.

This is from one of the papers showing specs for the hull and a physical subscale model, this is the same 14000t surface combatant mentioned by my previous posts in this thread.

SOYO also mentioned this ship, commenting on the design of the hull. It takes a completely different route from Zumwalt and ONRT designs which has a blunt edge under the waterline connecting to the bulbous bow and a more conventional hull shape below the waterline while the Chinese design uses a deep V shaped hull below the waterline and has a smooth transition from the tumblehome bow to the bulbous bow. Hence, just because it is a tumblehome hull doesn't mean it is a copy of the Zumwalt.

I don't know where else to put this but here is historian Alex Clarke taking a look at Chinese destroyers from the past to present.
I was going to post this but didn't know the right thread either. Really superb and respectful analysis of Chinese destroyer development and one of the few analysts who actually seems to understand the purpose of different naval assets and the objectives naval powers have beyond the US model of world police and regime change anywhere at any time. Would highly recommend viewing other videos produced by Dr. Clarke, they're very of very high quality and offer a excellent insight into a variety of naval topics.

I saw this video earlier, I was puzzled as to why he seriously asked whether the 051 series might make a comeback in some form in the future...

I think that was mostly British dry humor, but on the off chance it was actually serious, it could maybe be talking about the Chinese using it as an expanded base of ships for task forces and units that need more overall ships if China wants to even more rapidly expand its naval forces.
