It is not a YJ-21E, but rather a YJ-19 specifically, the training variant, where the fins and booster are removed, only the missile fuselage alone. Like the one you can see on this JH-7, also evident from the shiny metallic appearance behind the nose cone, that also can be found on YJ-19 missile.
