It's hard to get a read on this in the present moment, beyond the obvious lol factor. One wonders just how dire things were for Constellation behind the scenes, and just how concrete these post-Constellation plans are. No doubt greater clarity will come with time.

I'm impressed it's 12 percent and not two percent. It might've actually been finished if they kept the money tap on!

It's even worse than it looks because the design isn't even finalized yet! Yes, they spent three years building a ship that they don't know what it's supposed to look like. It's possibly the worst major USN program, and that includes LCS and Zumwalt!
