Seems to be the air defense brigade of 82nd GA from CTC on exercises in the Gobi.
If true, I bet it's from Pakistan.
My bet is UAE, as they had a history of importing and exporting such weapon system.

Edit: In all seriousness, FN-6 is like Type-81, or HJ-8. One of those widely proliferated weapons at this point, could be purchased anywhere. Rebel groups use them all the time.
