Eh, for CIA needs it might be enough. if its a cutting edge tech laser, meant to disable, say, engines on boats without outright destroying the boat, it should be doable. Back in 2015 there were articles about a podded 150 kw laser being meant/planned for mq20.

Its not unreasonable that they managed to develop a built in version in 10 years with similar performance. Still enough to burn vehicle engines, for example, from a few kilometers away. Possibly even far enough that naked eye and ear of people around the target wont really spot the aircraft doing it.

or a message being sent... that situation is quite odd to begin with.

Its extremely rare to fire live ammunition or explosives for training activities over an active highway.

EDIT: Does anybody know how planes are approved for a paint job? Are units or squadrons allowed to come up with custom graphics (within reason) or do they have to follow strict guidelines?

When looking back on US Air Force jets, its seems like during the 60's - 80's jets were allowed to have custom paint jobs or at least a little more flair.

I would feel that custom paint jobs diminished greatly simply because newer jets are simply too big to paint manually without too much effort. Of course in the stealth era painting in different colors is basically impossible.
