Anyway, important thing is Russia lacks the turbine propulsion tech for large ships. And Ukraine got destroyed even if Russia retake back the location, the tech forever gone. But I guess China can sell those to Russia which they did. China sold 055 turbines to Russia for use in Siberia Pipeline.
Since Russia didn't build Kuznetsov and they don't know how to fix it therefore it has to be retired and scrapped.
China nuclear propulsion also exceed. It will use thorium for nuclear propulsion for its next carrier. It's better than Uranium based cause it's safer and thorium is more available in China.

In conjunction with the official footages of CATOBAR operations on Fujian from the PLAN, I believe we can confidently mention three of the notable firsts achieved:
1. First ever EMCAT launch on a conventionally-powered aircraft carrier
2. First ever EMCAT launch + CATOBAR operations of a 5th-generation carrier-based fighter (i.e. J-35) from a carrier
3. First ever EMCAT launch + CATOBAR operations of a Flanker Family carrier-based fighter (i.e. J-15T/TD) from a carrier
With these being said, here're what I do hope that the PLAN would achieve more firsts in the coming years:
1. First ever EMCAT launch + CATOBAR operation of a 6th-generation carrier-based fighter (i.e. J-XD(S)T) from a carrier
2. First ever EMCAT launch + CATOBAR operation of any type of navalized UAV (e.g. GJ-21) from a carrier
3. First ever EMCAT launch + CATOBAR operation of any navalized CCA-type UCAV (i.e. UADF-XT) from a carrier

Not only the Soviet, this city was founded as one of the main shipyards for Russian Empire in 1789. And yes, since 1991 all construction technologies there were lost and the only things that are still staying there are just the cranes and docks. If Russia wants to build an aircraft carrier sometime in future, then they should do it from scratch. All blueprints and qualified staff for Kuznetsov were moved to Russia, so they are on principle able to revive it like Liaoning, but it will make not much sense since the ship is a way outdated now.

Steam turbines for all soviet carriers/icebreakers (as well as participation earlier on in Chinese steam propulsion development) were and are manufactured in St. Petersburg.
There's still France, too!
But indeed it's a fresh breath. Especially without steam catapult steam and tork.
