You mean the Soviet.It looks so ridiculous when somebody writes "Russia" with a small letter. And yes, Nikolaev (Mykolaiv is an alien ukrainian spelling) is a former Russian city, and I hope it will be Russian again in the nearest future as well.
Not only the Soviet, this city was founded as one of the main shipyards for Russian Empire in 1789. And yes, since 1991 all construction technologies there were lost and the only things that are still staying there are just the cranes and docks. If Russia wants to build an aircraft carrier sometime in future, then they should do it from scratch. All blueprints and qualified staff for Kuznetsov were moved to Russia, so they are on principle able to revive it like Liaoning, but it will make not much sense since the ship is a way outdated now.You mean the Soviet.
Anyway, important thing is Russia lacks the turbine propulsion tech for large ships. And Ukraine got destroyed even if Russia retake back the location, the tech forever gone. But I guess China can sell those to Russia which they did. China sold 055 turbines to Russia for use in Siberia Pipeline.
Since Russia didn't build Kuznetsov and they don't know how to fix it therefore it has to be retired and scrapped.
