This is the ultimate flaw of Western "civilization", a result of their perceived superiority and one-eyed vision. They think everyone thinks exactly like them, i.e. "if we are mass murderers, then everyone else will also be mass murderers if given the opportunity". A notable contemporary example of it is in Canada among the whites regarding immigrants; they oppose immigration of non-whites because the whites thinks the immigrants will do to them what they did to the native Aboriginals. And they openly call it "genocide of whites".

Most countries are like normies. They only come to the party once everything has already being set up. There's only a few early adopters in this world.
China was criticized for not using democracy, having an internet firewall, having its own tech ecosystem etc. They were seen as backward people afraid of modern things. Now people are realizing they were simply ahead of the curve and everyone else was just regurgitating the same western crap.
