Maybe we should ask WTF we should be involved militarily outside of our country.
This is a political decision.
The RCAF can only work in line with political priorities. if you want a different military doctrine, politicians must change their priorities in terms of Canada's relationship with the world.
If you want an answer, the CF-18s deployed in 2014 in response to Russian aggression and one of the reasons this was done was the very large Eastern European immigrant population in Canada.
you are advocating a "Canada first" policy that is unlikely to ever happen. Canada was involved in the cold war, the post cold war peacekeeping, the war on terror, and now a resurgent Russia which is highly relevant to Canada.
if you want to leave the UN, NATO, NORAD and make the Avro Arrow as a national project you are welcome to do so, but it would completely change Canada's relationship with the world and is highly unlikely.
the Canadian military has to deal in realities not dreams of political revolution.
like I said before, we end up with people making really strange quips like "why do we need bombers? to bomb polar bears?! HAHAHA!" yes hilarious. meanwhile Canada has bombed ISIS, Serbs, Libyans, and probably some I am forgetting but to acknowledge such things would be to acknowledge that Canada is not some giant Switzerland but an active participant in global coalition warfare
