Count the countries in the world that have a surface warship force that can exceed what is pictured here in terms of capability. And then count the countries that vastly exceed what is pictured here. I can think of only three, maybe four countries.
64 VLS may be relatively few for a destroyer of this displacement, but the 052D's true advantage is its cheaper price tag. China can build 2 for less than an Arleigh-Burke and get 128 VLS to the AB's 96. Still, maybe the PLAN should look into building 96 VLS destroyers in case they're needed.

The cheaper price tag is more a reflection of differences in shipbuilding industry between China and USA than inherent to the design of 052D and Burke. If China built Burke and USA built 052D, the 052D would not be half the price of the Burke. Further 052D has 24 cell HHQ-10 which Burke needs to use VLS for. Granted that would be quad pack missiles but it means 052D is more like 70 VLS.

Still purely counting VLS it is a bit low compared to Burke and some other destroyers like the new Japanese ones. VLS isn't everything though, sensors wise it's at least equal to the latest Burke and significantly better than the older (pre-flight 3) Burke which will remain the overwhelming majority of USN destroyers for many years to come. Further the successor to 052D is coming some time in next 5-10 years and could have more VLS.

There is no need for such hurry, PLAN is maturing in terms of raw numbers and quality (with 1,3% GDP to all these hotheads out there), If in need of more VLS it has 055 design (a second 8-ship bunch is being built). Should focus to 052C refurbishment and first bunches of 054's. Why chasing numbers and spend money if your strategic needs are fulfilled effectively?

This isn't PLAN being in a hurry. If PLAN was in a hurry they would be rushing for production of 052D successor right now or starting up another batch of 052D. It's not as if they don't have the shipbuilding capacity or anything. Rather this is a measured long term strategy that is planned out years in advance, there is no short term number chasing. PLAN plans out what capabilities it wants in what quantities and makes decisions accordingly.

You're right in that at some point there will probably be MLU for 052C and maybe 054A a bit later for more ASW capability. That would also be planned in advance. It wouldn't change decisions about procurement because it was all taken into account already.
