To me, it does not look like that arm would unfold to enough length to reload the VLS, but this is a very rough eyeball.

The main external visual difference between the first and second batch of 055 seems to be:
1. The cable fairleads on the stern has been moved outboard to near the edge of the hull
2. The bridge windows have been reduced in number and increased in individual width.
3. The garage door style roller shutter covering the boat alcove seems to have been replaced with a different design where the individual slats can open like a Venetian blind.
4. at least one of the batch 2 ships had a lot more life raft canisters stowed on the f’c’tle deck And midships.
5. A small deck house with a large electro-optical turreT on top, located on the top of the bridge immediate ahead of the integrated sensor mast, has been relocated considerably further forward, probably to open the rear arc of the optical turret.
6. The cowl over the fore funnel is now standard on JN built ships as well. It was a distinguishing feature of DL built ships in the first batch
7. foot-railing around the funnels had been present on some of the first batch ships, mostly likely used for the crew to secure tarpaulins over the gas exhaust uptake when in port, is not present on the second batch ships.
8. The design of the hull side hatch covering the ASW torpedo tubes seems to have changed. on batch 1 ships, videos of the torpedo tube taken from onboard seems to show the doors were hinges at the top and swing upwards so when fully open the door sticks out horizontally. On batch 2 ships the doors seems no longer be hinged, but instead are mounted on linkages that the keeps the door vertical, but move the door outwards and then upwards.

Reloading VLS is the main function of that crane. Also after all the arms are extended, it may also have telescopic arm for further extension. Telescopic arm in crane is not uncommon.
I have trouble imagining a sturdy telescoping mechanism on the individual segments of a jointed arm, but it's certainly possible. I shall wait and see.

what helicopter that operated in type 055 Z-9, Z-18 or Z-20F/J?
Helicopters are not attached permanently to a PLAN DDG or FFG. So, any of them are possible, depending on mission requirement. Though I am not sure if the hangar height of type 055 can accommodate Z-18/Z8 or not.

I would expect a more common combination of one helicopter configured for ASW and another for general transport/liaison regardless of whether they are Z9/Z8/Z20. I think Z20 probably would be more favoured.
