Because the Chinese trucks are the ones hogging most of the market share ? I don't think India is being treated favourably here. If they threaten Kamaz and Ural as well, they'll probably also get banned. In any case, the current Chinese government has proven wise so they'll probably reach, or have already reached, a win-win consensus with Russia behind closed doors if this is indeed such a big issue.

The Budapest Memorandum doesn't provide security guarantee but only security assurance to Ukraine.
Now, regardless what Zelensky wants, as China wasn't a party in any US-led or EU-led negotiation then it shouldn't be a security guarantor in any of those deals.
