This is not a lack of understanding of the Russian system, but rather deep-rooted racism: People of color can only reach the level of inferior white people (defined arbitrarily as needed), but never the level of true white people (also arbitrarily defined).
They know that this is a KEI-level monster, but no, it cannot surpass American weapons even it has been canceled; it can only be on par with Russian. Making it bigger can only be explained as technological inferiority, absolutely cannot be equated with KEI.
That is their mindset.

It may be implied when you dig deeper, but IMHO for now it's a bit simplelr. S-XXX series is a brand which even relative outsider will know. Relatively few people
S-500 is best known huge new SAM truck (even if there is far more matching Nudol...which they didn't think of, because it isn't S-XXX and they probably don't know it's different thing from S-500).
KEI is missed because it's dead, and, well, it is also relatively less known.
