That's a major deviation from protocol!
As is the case in China and Russia, a visiting head of state is just about never personally greeted by the sitting US president on the red carpet upon landing, not even for an official state visit.
Such formalities are usually delegated to a lesser official like a minister or even deputy minister.
This is a very special honor, and Vladimir Vladimirovich knows it!
