Not necessarily true anymore, many applications now where 3d printing isnused for mass production for parts which are still too complex for injection molding or has frequent changes.
There is almost no need for the level of optimisation being suggested here, Ukraine is manufacturing low end strike drones in the order of multiple millions per year, any improvements now would mostly be software based rather than hardware, the utility of maintaining a large print farm which requires significant personnel to maintain vs injection molding tens of thousands of parts daily with minimal supervision is questionable at best.

The problem with injection moulding is that the machines needed are extremely expensive, and moulds usually need to be ordered from China, not many places can make the tooling required.

There’s another limitation to mass injection molding, which is that you need good process control, and that requires some training and ramp up time. The nice thing about 3D printing is you take production flow factors out of the picture. CAD to print is a lot quicker to set up.

Injection is not some magical technology that only China has mastered, while they have vast expertise at it, they are by far not the only source of machinery/mold. Even then what's to stop Ukraine from ordering moulds from China? It is impossible for China to monitor and audit every foreign order for industrial tooling. Again, additive manufacturing is useful for prototyping and small batch production, it should not be used as a tool to produce millions of components.

For emergency war time production setup time also matters.

Tengden/Tengoen has inaugurated a production line for its TB0D unmanned cargo UAV in the great city of Wuhu. TB0D, also known as Twin-Tailed Scorpion D and D18 (too many names again), has a wingspan of 20m, a length of 10.5m, a height of 3.1m, a maximum take-off weight of 4.35 tons, a maximum load of 1.8 tons, and a maximum range of more than 600km when fully loaded.

Tengden/Tengoen's new production line has been put into use. The first TB0D (a.k.a. D18, Twin-Tailed Scorpion D) produced at the line was completed in 14 days and has successfully conducted its first factory flight yesterday.
