They are CS/VN3C 4x4 armored vehicles.
Interesting. They look different from most CS/VN3C pics I could find. I wonder if Norinco keeps modifying the design without changing the name? Would be nice if they at least put the design year behind the unchanged name.
Indeed, its carriage does look taller than the basic VN3C
