The world will not know peace until those megalomaniacs are completely disarmed. Rare earth should be completely banned from being exported, period.

No. Continuous export of rare earth products for commercial use reduces the Western private sector’s incentive to build up the production capability. Western MIC cannot piggyback on private sector’s efforts, thus have to pay for the entire production chain themselves.

True. It's just hard to imagine being able to ensure that there won't be any smuggling or rerouting of rare earth from the private sector to the MIC.
