Rafale jet couldn't detect PL-15 either with its radar, RWR or MAW. Can we blame that all on Indian pilots? Or can we blame the fact that Indian jets got locked on without RWR going off as a Indian pilot error?

I think towards the end the RWR did pick up something since one of the videos of the Rafale shoot down showed what appeared to be flares popping out. I am not familiar with how chaff works on Rafale. Is it packed with flares or is it freshly cut and dispensed separately?

Either way from what I’ve heard chaff is not good for defending against AESA seekers.

Also eye witness telling reporter that the fighter jet was making a circle before crashing down. Maybe it was doing evasive maneuvers at the time before being it hit by the PL-15.

Not so much the pilots themselves, but rather IAF as an organization is inept and backwards, relying on legacy doctrines and tactics. Where was the AWACs support and EW support? Nonexistent. IAF does not understand the importance of network centric warfare and systems of systems approach to warfare. It is a patchwork of individual platforms of varying quality and capabilities that together perform worse than the sum of its parts. When faced with a networked modern air combat system trained by the PLAAF in modern BVR focused systems centric air warfare, the result is expected to be disastrous for the IAF.
