We don't actually know it's 145% or when it comes into effect, the last EO on tariff was the one going up to 104%, everything after that has been just announcements and tweets without any pen on paper. Not that it makes much difference but China tend to play by the book.

At some point raising tariff figures would become a childish and sily game of "who can piss the highest". If one just want to win the game, it can go up to 1,000,000 %. It won't make any difference from 100 % except making one looks like an idiot? Trump certainly is that idiot and the world has already seen that, but China doesn't want to be seen that way. So I expect Trump to "win" the game of pissing as usual.

It is very similar to the nuclear arm race when both USA and USSR could destroy the world like 30 times each. It looks extremely stupid.

I think China's consideration of the tariff ratio is around inflation of US economy, interest rate and USD value. The figure of tariff is to deteriorate all of them untill US collapse/fold/give up. It may not stop at 84%, but it isn't focused on mathing Trump's number.
