Iran suffers from the problem that they can't precisely target valuable targets in Israel because they don't have a conventional capable airforce. They have to rely on missiles. The only way you're beating the iron dome is by using a barrage of missiles that overwhelm the iron dome and every 2nd rocket after the iron dome is given up fall into their territory.
However, this method will cause great deal of damage and kill so many innocents but it is the only realistic way for Iran to do anything against Israel
In short, Iran can't locate targets like Israel. When they have to hurt them, they have to go big.
I don't think Iran suffers from the ability to conduct precise targeting of its weapons. Iran, Hezbollah, and the Houthis can launch and guide their precision weapons with reasonable accuracy. What they all sorely lack is intelligence. They lack the ability to spy and gather data on Israel, they lack infiltrators in Israel itself. When doing any type of targeting, it would be best to know where are the enemy's assets, vulnerabilities, and VIPs. If they want to take out let's say an Israeli VIP, they need to know where he is, at what time, and how to get to him.
Unfortunately, the Iranian intelligence services are terrible. Mossad, in collaboration with the CIA and MI6 are leagues above them. Ismail Haniyeh's assassination demonstrates yet again that Mossad and friends can operate with impunity in Iran. Nuclear scientists have been assassinated, terrorists went on rampages, Qasem Soleimani was assassinated, and ordinary Iranians are getting influenced by pro-Western ideologies. All of these point to severe incompetence by the Iranian intelligence and internal security apparatus.
Iran urgently needs to work closer with more competent intelligence agencies like the FSB and MSS. They first need to carry out a ruthless housekeeping. Root out the incompetent and the traitors, and deal with them accordingly. Start to take more serious control of the media, and harshly ban suspicious media. This house cleaning will be painful, harsh, and bitter, but it is necessary for Iran's future security. Next, Iran needs to upgrade the offensive effectiveness of its intelligence community. Learn how to infiltrate and spy on Israel. The FSB and MSS are not perfect, but they can teach Iran a lot. With better intelligence, Iran can do much more serious damage to Israel.
