Reminds me of something I saw online with HCMC (Japan-building) vs. Hanoi (China-built) metro systems.This is literally every Japanese project overseas, overtime and overbudget with no ToT. There was a tweet (linked below) by an Indonesian complaining how some of their Japanese-built metro card readers broke down frequently and so required Japanese technicians to repair them because the Japanese did not want to fully teach them how to repair and replace the readers in fear of 'losing their IP'.
Yet many Indonesians still bitch about why the govt decided to choose Chinese metros that even included ToT from now on. This is all because they read Western propaganda and jerk off to anime... just imagine if the countries were reversed. It is so infuriating that despite every Chinese-backed rail project going according to plan, on time and on budget, it still gets so much scrutiny and vitriol over others.

Both are/were horribly delayed, but Hanoi's line is running and HCMC is still under construction.
HCMC-people will point to the Hanoi system having a few construction accidents (including a fatality) as "Chinese-quality", but Hanoi-people will point out "at least we can ride on it".
