Maybe they put a gym underneath.
Cannot physically support one. Roof is thin in that area.

So they hailed her in for major upgrades and refits, but couldn't find some use to that piece of real estate?

#168 has been refitted as a large ocean going frigate in the guise of its former self in destroyer. They probably will just let that mostly empty deck as it is unless they find something useful from type 054B that can be retro-fitted to that deck on #168 and #169.
After MLU, #167, #168 and #169 are just large frigate in weapon configuration wise, also in radar and sensors. We shall see if #115 and #116 will face similar MLU in next few years.

Well that piece of real estate was unoccupied pre-refit as well (look at the actual position of the shtil arm launcher, it doesn't actually intrude on the part we are talking about), so chances are that location may not have been amenable to having anything installed without doing further internal work.
At most maybe it can only support some masts, EO sensors and a couple of HMG mounts.
