The US failed to successfully prevent and shelter its only remaining full-ally in the Middle East, Israel, from the attacks, coming from the biggest regional power, landing on its own territory, in a kind of a historical precedent, and military assets, plain and simple. Also failed to provide any intention for retaliation for it, so, another box crossed in the "classic imperial collapse" checklist. This one dealing with perceived worth of the alliances with the US (in terms of intent to protect, how far does it go, etc) + basic perception of the US overall capability and power projection in such regions.
