I actually checked the IAEA site, they did release a report:
Interestingly the task force has representatives from South Korea, China, Vietnam and Russia. All hold positions for their representative government, so I doubt bribery played a role. There's no mention in the report of what sort of consensus had to be reached, and what objections were raised.
The biggest problem I have is the impressionbeing given that this is a one off event. That Japan will dump a load of diluted radioactive water into the sea and it'll be over. It's not, this is going to be an ongoing process. Because water is continuously being used to cool the reactor core, there will be a continuous need to get rid of excess water. The part about a plan to use less water to cool the reactor doesn't really solve the problem, as it'll just have a higher concentration of radioactive isotopes.

Two people died after a Shenzhen oil tanker caught on fire at the Beibu Gulf of Guangxi Zhuang autonomous region on Tuesday afternoon, according to Qinzhou maritime safety administration.
Seventeen people were on board when the accident happened and 15 have been rescued. Local authorities rushed to the scene and the fire was put out two hours after catching, the administration said.
The oil did not leak into the sea and the cause of the accident is under investigation, it added.
The tanker carried 6,858 metric tons of diesel and is 117.4 meters long, 16.5 meters wide.
