Is the PLA known to hold joint military exercises with the KPA in the past?
If not (and if the location where the photograph is taken has been confirmed to be true), then perhaps the JH-7 has been transferred to the KPAAF.
Either that, or maybe the JH-7 is still owned by the PLAAF, but sent to North Korea for evaluation flights by the KPAAF.
Anyways, just my two cents.

What does the metadata on the image say? If location is turned on coordinates should show up along side stuff like time photo was taken.
It is no news since geo-coordinates have been changed
