first idea:
catapult testplace - and if the "runway" is in top of a hill, it wouldnt be a crash to cross the trees at the end of this "catapult"

but at least:
thats only a place for starting ... no idea, where the plane come from, so they could only start and never come back
its not very rational, to dismantle the plan after each start, transport the parts to the platform, assemble the parts, make an new start and dismantle the plan again ...

so: where ist the place to see the surrounding aerea?

Not quite. That is an electronic test facility. These are used to test for interference by the various electronics aerials on both ships ( using high fidelity brass models ) or full scale aircraft. You might be surprised how difficult it is to locate multiple antennas on recce or maritime patrol aircraft so they don't interfere with each other or the aircrafts flight instruments. Better to find these problems on the ground, eh.
