weather warfare

Last week on the History channel, a show called "That's impossible" talked about manipulating weather to inflict damage on enemy states. Specifically, they talked about using some kind of low frequency wave to heat up and lift the ionosphere and, in consequence, change the direction of the jet stream. This would cause unusual water precipitation, i.e. drought in places and hurricanes in others. The show then said that there are about 4-6 weather stations that can do this, including two in the U.S. (Alaska) Some of the interviewees even claimed that Hurricane Katrina could be caused by a "weather experiment". Some said that this capability is widely accepted in the military as fact. Military only denies it to the public.

My question: is this actually legit, or is this a fanboy fantacy like alien visitation (in my opinion, 99% of the alien visitation claim is fake and that 1% is highly questionable although I firmly believe we are not the only intelligent beings and aliens exist in the universe based on statistics)? IF this is true, this technology is more powerful than any man-made weapon and no one even knows who did it.

You know, people always claim that there are sorts of "Super weapons" like this underdevelopment, but we never see them (with the exception of stealth bombers and nukes). I certainly hope that any military is not so irresponsible to use a weapons which could have consequences like any "weather gun" could have, i.e. seriously messing up the natural rhythms of the planet.
