Personally from my experience most indian 90% indian peoples got zero hate towards the chinese. they sees them as big brothers and a great example how to build economies.I really hope the conflicts between china and india ends soon we cannot fight for some square kms of barren land.Thers far more important OIL in this century.

Of late a talk of suspicion and many eyebrows have been raised on the soon called India –china –Russia Troika at the international level among the international community even though all the three countries have vehemently denied this but there seems to some element of truth behind this and if this finally happens it would change the contours of the geo-political-strategic positioning and relationship of the Asia-Pacific countries .It might well give sleepless nights to the West and the United States of America in relation to its strategic and foreign policy with the Asia-Pacific .
India ‘s relationship with China has taken serious U- Turn in the last couple of years. With the bad memories of the 1962 war still in mind a thing like this to happen itself is significant. The ice was broken during the visit of the former late Prime Minister of India Rajeev Gandhi when he visited China followed by high delegations from China visiting India.
Coming of the NDA regime further warmed this relationship .The visit of the former Prime Minister Atal Bihari Vajpayee into that country and his talks with the Chinese Head and the joint statement issued there after solidified this relationship further. This got quite reflected in the total BI-lateral trade of both the countries. The latest statistics and annual reports of both the countries on trade reflect this. Quotes of brief figures would prove this.
The India-China bilateral trade had set a new record with total trade touching US$13.6 billion in 2004 and India enjoying a comfortable trade surplus of $1.75 billion, the latest Chinese customs statistics indicates that India-China annual trade for 2004 increased 79% over the total trade volume of 2003, the customs figures showed.
Analysts argue the total trade figure achieved during 2004 was $3.6 billion more than expected at the beginning of the year, which indicates the huge potential that exists between the two fastest growing economies. During the January-December period of 2004, Indian exports to China grew by 80.5% to reach $7.68 billion. Meanwhile, India's imports from China registered 77.2% year-on-year growth to hit $5.93 billion. The trade balance for the year stood in India's favor at $1.75 billion.
The monthly trade volume recorded a yearly high of $1.44 billion, surpassing November's high of $1.32 billion. Indian exports to China in December touched $744 million and imports for the month reached $697 million with no significant change in the composition of the bilateral trade basket. Indian exports to China were dominated by iron ore.
With such huge economic benefits it is quite natural for both the countries to move ahead and it is with this rationale behind that both the countries are trying to expand its relationship further in a multi faceted manner. Change of regime in Delhi after 2004 hasn’t shifted the focus of the new UPA government towards China infact it has expanded further. The recent Defense Pact between the two countries proves this further In his recent five days visit to China the Indian defense minister Prang Mukherjee signed this historic pact Many eyebrows were raised in the international circles regarding this and about its aims and objectives. The pact was signed by the visiting Indian Defense Minister Pranab Mukherjee and his Chinese counterpart Gen. Cao Gangchuan. The pact "provides a formal basis for the defense and military exchanges that have been taking place between the two countries in the last few years". Cao and Mukherjee held talks, pledging to deepen military relations further . China has pledged to step up strategic and cooperative relations with India in 2006, a year of friendship between the two countries, said the Chinese Foreign Minister Li Zhaoxing during a meeting with Mukherjee. Under the agreement “Military exchanges will be an important part of bilateral ties,” Mr Liu said.
Regarding the agreement the Indian Defense ministry had to say this “Reinforcement of mutual trust and exchanges will be beneficial for the development of all-round cooperation partnership in the two countries. the agreement would institutionalize training, exercises and other contacts between the armed forces of the two countries. The agreement would aim to develop a ‘strategic and cooperative partnership for peace and prosperity between India and China’, and enhance trust between their two militaries” The China Daily reported the agreement could become an instrument for a regular and sustained dialogue between Beijing and New Delhi on defense issues
During his visit Mr Mukherjee met Premier Wen Jiabao . He also visited military bases in Beijing and Shanghai and the Beijing Aerospace Command and Control Center. In terms of strategic payoffs, this partnership will yield them, at a minimum, enhanced benefits of bilateral and trilateral cooperation with each other and, at a maximum, it can serve to neutralize the US influence in the Asia –pacific Region . This potential partnership could be a blueprint for the next Cold War and poses a threat that could affect the lives of everyone in the United States in a significant way and the United States of America is quite itchy about the unfolding Tri-lateral tie . During President Putin’s visit in December 2003 a Russian defense deal of a multi billion US dollars was signed under which IL-78 Flight Refueling Aircrafts, Aircraft Carrier Admiral Gorshkov, IL-78 FRAs would be given to India by Russia . Under this agreement Russia would also sell to India the MiG-29K fighter Aircrafts for the aircraft carrier besides the sale and joint production of submarines and frigates .With such warm ties the emergence of a Troika cannot be ruled out .

Even though the then External Affairs Minister of India had brushed this aside as nothing but wanted assumptions saying the meeting had taken place to discuss global issues and cross-border terrorism concerning the three countries. The clarification was made during the question hour while replying to the supplementaries. The minister said, “this kind of meeting took 14 years to take place and no country was mentioned by name during the informal meeting, though the issue of terrorism in general figured in the discussions.” He further said “otherwise, it would have given the impression that we (India, Russia and China) are forming a group.” The Minister had also said then “The Foreign Ministers of India, Russia and China agreed to meet informally in the same format and in this informal meeting we did not bring up bilateral issues and only trilateral issues were discussed .The meeting also discussed globalization,” The indirect acknowledgement of the Minister of discussing trilateral issues and issues of global concern reflects this unfolding axis between the Trio . With China and Russia cooperating on the Railway links and Oil Pipe line issue through Central Asia connecting the Caspian Sea with the Middle East and Europe . Russia has also shown keen interest on the Pipeline issue of India with Iran and Central Asia .Chances of the three countries joining hands on such common issues of mutual interest in future cannot be ruled out . American presence in Central Asia ,Afghanistan and in the former Soviet Republics like Georgia ,Ukraine etc has hastened the process further . The way things are unfolding in Central Asia the official acknowledgement of the a Troika or the official formation of it in near future cannot be ruled out . Such a Troika is also required for this region looking into its strategic and economic location .
Involvement and the special interest shown by the western powers specially the United states of America after the coming of the WTO and globalization in this region makes the necessity for the formation of such a power grouping all the more vital as this can neutralize the power domination of the West and the USA in this region as well as keep this region free from any kind of American domination which is of vital importance for the healthy development of Asia as a whole and for its overall security as outside presence in this area is not in its interest.

INDIAN MASTERSTROKE IN RELATION TO CENTRAL ASIAN DIPLOMACY
The recent visit of Dr Man Mohan Singh to the central Asian country of Uzbekistan can be termed as historic in relation to India’s central Asian diplomacy due to several reasons and factors behind it. This high profile visit can be marked as a kind of water shed in relation to Indian diplomacy towards Central Asia. The unfortunate part has been the lack of media coverage of this important visit due to the events happening in Nepal.
The reasons as to why this visit can be termed as a watershed is because of the historic turn which the Uzbek leadership has taken in relation to its foreign policy and economic matters. One can say with confidence that there has been a U-turn in Indo- Uzbek relationship after this visit. Reasons for this historic shift by Uzbekistan is due to strategic, political and economic reasons.
Strategically Uzbekistan is situated at a very important central Asian position. Disintegration of the former U.S.S.R saw the rise of five new central Asian countries in this part of the world. Uzbekistan being one of the major one both in terms of area and resources wise. With its economy being one of the strongest one in central Asia with a growth rate of around 7.5 % per year the country became a major eye of attraction for all the major powers like Russia, China, U.S.A and the Europe. The country tried to play one major power against the other for the fulfillment of its own interest resulting in complication for itself in the long run. After its independence the country kept a very close relations with Pakistan.
The Pakistan government used its clout in the Uzbek Government to use it for anti-India propaganda and Pakistan was very successful in its desired mission. As politically Uzbekistan took a hostile or neutral stand in relation to India in all international and regional forums resulting in negative resolutions against India supported by Uzbekistan. Serious negative Impact of this was felt against India in the OIC and so on. Uzbekistan supported the position of Pakistan in relation to the issue of Jammu and Kashmir. However things started changing with the collapse of the Talibaan in Afghanistan.
End of Talibaan resulted in the division of Talibaan into splinter groups, some of which with active support from the Al quada and the ISI started creating trouble in central Asia and Uzbekistan was no exception to it .The areas of the country bordering Afghanistan emerged as new areas of terrorism posing serious danger to the territorial integrity of the country and its secular government. Even though the country is 90 P.C Muslim but its
Government and its constitution are secular. Being a democratic country rise of Islamic fundamentalism meant a threat to its fragile democracy and the Uzbek government could not afford to tolerate this for too long. Thus it resulted in a shift in its foreign policy matters.
Politically the country was very close to Russia after its independence and its President Islam Karimov had long innings of political experience in the Former Soviet Union government. However with passage of time The Uzbek government began to feel suffocated by Russian Interference in its internal affairs and in order to check mate it started courting the West specially U.S.A resulting in flow of huge western and American FDI’s into the country and coming of many western and American Mnc’s. However this turned out to be a bigger threat for the country in the long run. Even though the country is democratic but President Islam Karimov rules like a constitutional dictator not encouraging opposition to his rule.
The American policy experts and its companies began to interfere in its domestic policies by supporting the opposition parties against Islam Karimov which resulted in a lot of bad blood. Soon the American were asked in clear terms to wind up all activities in Uzbekistan and leave. As the Uzbek government became extremely worried by anti government and pro west activities in other central Asian countries, the orange revolution in its immediate neighborhood like Ukraine, Azar Baijan, and Georgia etc and the installation of puppet western governments there opened the eyes of the Uzbek Leadership and the country once again reverted to its old friend Russia to neutralize the West.
In its south it needed a reliable partner to counter the West and to check mate the export of terrorism in its soil by Pakistan and the Talibaan. With China it could not do so as it feared the Chinese domination in central Asia at the same time it needed a country which could neutralize the Chinese and Pakistan influence in the area and same time not meddle in its internal affairs. In this chess board of strategic politics India fitted the bill.
At the same time the country needs advanced technology as well as huge foreign investments to tap its huge mineral resources specially Oil and Natural Gas .The country has around 594 million barrels of proven oil reserves and 66.2 trillion cubic feet of natural gas. To drill this out the country needs advanced technology to get this from the west would mean huge investments plus political interference. The Uzbek government now feels it can get this technology from India at a very cheap cost without any interference in its domestic politics as such it has started courting India in a very serious manner The spadework of this was done during the Vajpayee government and Dr Singh’s government as solidified it further. In his recent visit Dr Singh has signed 7 pacts including MOU’s with Uzbek government including one between the Ministry of Petroleum and Natural Gas, government of India and Uzbekistan National Holding Company, Uzbekneftegaz . Besides this agreements were also signed in the field of coal, tourism, Information Technology, Tourism etc. The announcement by the Uzbek President that Uzbekistan is ready to allocate geological territory to Indian companies to explore the resources of gas, oil and other hydro carbon products and the products of the exploration can be shared on 50-50 basis is historic in itself as so far no Indian Oil Companies have signed MOU’s with any other country on oil exploration on 50- 50 basis.
All this agreements provide India with a golden opportunity to quench her energy thirst from alternative areas. After the recent stalemate of India with Iran over the Iranian Nuclear issue the gas pipe project was in doldrums and India needed desperately a new area to fulfill her oil requirements and Uzbekistan came to her rescue.
The issuing of a joint statement by the two countries for tackling and fighting international terrorism jointly and its support to India’s claims to the expanded United Nations Security Council is a clear indication of better ties between the two countries and a direct slap to Pakistan’s strategy in relation to this region. Uzbekistan has given India for the first time a golden opportunity to play the role of a deterrent in relation to Central Asian Politics and hopefully India will play it well only time will predict this.

Even though the country is democratic but President Islam Karimov rules like a constitutional dictator not encouraging opposition to his rule.
The American policy experts and its companies began to interfere in its domestic policies by supporting the opposition parties against Islam Karimov which resulted in a lot of bad blood. Soon the American were asked in clear terms to wind up all activities in Uzbekistan and leave. As the Uzbek government became extremely worried by anti government and pro west activities in other central Asian countries, the orange revolution in its immediate neighborhood like Ukraine, Azar Baijan, and Georgia etc and the installation of puppet western governments there opened the eyes of the Uzbek Leadership and the country once again reverted to its old friend Russia to neutralize the West.
In its south it needed a reliable partner to counter the West and to check mate the export of terrorism in its soil by Pakistan and the Talibaan. With China it could not do so as it feared the Chinese domination in central Asia at the same time it needed a country which could neutralize the Chinese and Pakistan influence in the area and same time not meddle in its internal affairs. In this chess board of strategic politics India fitted the bill.
At the same time the country needs advanced technology as well as huge foreign investments to tap its huge mineral resources specially Oil and Natural Gas .The country has around 594 million barrels of proven oil reserves and 66.2 trillion cubic feet of natural gas. To drill this out the country needs advanced technology to get this from the west would mean huge investments plus political interference. The Uzbek government now feels it can get this technology from India at a very cheap cost without any interference in its domestic politics as such it has started courting India in a very serious manner The spadework of this was done during the Vajpayee government and Dr Singh’s government as solidified it further. In his recent visit Dr Singh has signed 7 pacts including MOU’s with Uzbek government including one between the Ministry of Petroleum and Natural Gas, government of India and Uzbekistan National Holding Company, Uzbekneftegaz . Besides this agreements were also signed in the field of coal, tourism, Information Technology, Tourism etc. The announcement by the Uzbek President that Uzbekistan is ready to allocate geological territory to Indian companies to explore the resources of gas, oil and other hydro carbon products and the products of the exploration can be shared on 50-50 basis is historic in itself as so far no Indian Oil Companies have signed MOU’s with any other country on oil exploration on 50- 50 basis.
All this agreements provide India with a golden opportunity to quench her energy thirst from alternative areas. After the recent stalemate of India with Iran over the Iranian Nuclear issue the gas pipe project was in doldrums and India needed desperately a new area to fulfill her oil requirements and Uzbekistan came to her rescue.
The issuing of a joint statement by the two countries for tackling and fighting international terrorism jointly and its support to India’s claims to the expanded United Nations Security Council is a clear indication of better ties between the two countries and a direct slap to Pakistan’s strategy in relation to this region. Uzbekistan has given India for the first time a golden opportunity to play the role of a deterrent in relation to Central Asian Politics and hopefully India will play it well only time will predict this.

I seriously hope that this happens a indo-chinese-russian triad, and i want to know how the chinese exactly in diplomatic level thinks of this? how their govt thinks when it comes to india ?and how exactly in china are the mentality towards the indians?
