"All -out defense Education Act" was implemented just this Feb in TAIWAN. I think that all-out defense is an important issue in Taiwan also around the world. There are only 40000 active-duty in Switzerland, but when the war breaks out, the government can mobilize over 350000 people within 48 hours.
The 921 Earthquake and the 911 terrorist attacks, devastated Taiwan and the US, claiming innumerable victims. However, everyone pulled together to rebuild their homeland and to help others restore their normal lives. That is also part of the power of all-out defense.
