Okay dude, if you're gonna judge a government by the number of people it killed, then you won't find a "worse" ruler than Mao Zedong and Qin Shi Huang. Funnily, they both happen to be "Han". (Though I guess that's arguable for Yin Zheng)

Historians have said that there are two periods in China which are the most morally corrupt: the Cultural Revolution, and the late Ming era when Eunuch Wei Zongxian ruled. Neither of those eras were during non-Han rule.

In case you haven't noticed, the history of China is written in BLOOD. If you're gonna criticize non-Han dynasties over their killing record, then you might also want to check out the killing records of ethnic Han dynasties. Maybe, just maybe, all those killings have more to do with the political culture than ethnicity.
