well it's not too incomprehensible... The US has developed similar UAV's which resemble flying saucers to an extent. It would be funny to see this one fly though it seems to have small lights on the outer rim and would look extremely like your stereotypical alien spaceship.

If you take a look at another group of pictures on sina.com, you'll find that they claim China has got the first Mirage fighter from Pakistan. However, I can't trust this claiming 100% because the pictures don't show anything related to China.

Ah the UFO is actually a police buoy!!



I thought it looked rather heavy for something designed to fly...
In that gallery you can also find some ground remotely controlled vehicles which has one similar to the TALON platform..
