Russia May Open Military Supply Base in China — Defense Official

Russia is considering establishing a military supply base in China, a Russian military official was quoted by Interfax as saying.
“In particular, talks on setting up a base of spare parts for Russian military products are being held with China,†Alexander Denisov, first deputy director of the Federal Military-Technical Cooperation Service, said.
The Federal Military-Technical Cooperation Service is constantly working on improving the efficiency of its structure, he said.
“The changing situation on the arms market requires making necessary corrections to the complicated system of military technical cooperation and using new forms and methods of work actively,†Denisov said.
According to him, Russia is engaged in military-technical cooperation with 82 states.
“By the way, the U.S. maintains military-technical cooperation with 100 countries, France with 29, Germany and Great Britain with 26 each,†he said.
In September Russia and China held major war games that were perceived by many experts as a first step to creation of a new military bloc, opposed NATO.
Now is this remarkable? To my knowlidge, not even Soviet Union had bases in china during the short marriage of these two powers. Could it be so that China will allow it, or is this report solely russian speculation. And what does it tells about the nature of sino-russian military ties?...and what does it implicates about Russian emerging back to the superpower club?
