女兵招募增至604人
史上首次 應考踴躍 李傑加5倍
【黃敬平╱台北報導】國軍史上首度招募志願役女性士兵政策,原定招募一百人,但民眾反應踴躍,國軍招募單位接詢問電話接到手軟,上千人競爭激烈。國防部決定從善如流,改成今年招募六百零四人,從一個女兵連變成女兵營。女兵服役期間表現績優者,還可升任士官,成為未來軍中女士官選拔的主要來源。
超乎預期
國軍今年分六梯次招募一萬名士兵,原本規劃六月、第三梯募兵時,陸軍要募女兵三十五人、空軍四十人、聯勤二十五人,僅海軍不打算募女兵。由於女兵月薪約二萬八千元至三萬元,以及一千至二萬元不等的補助、加給,又有周休二日、外宿及生理假,福利好、休假多、體能門檻低,募兵訊息上網公告後,有數千人打電話向軍方詢問,連排隊報名都要擠破頭才有機會,反應熱烈超乎軍方預期。
今年分三梯次招募
國防部長李傑日前在國軍內部招募檢討會中指示,各單位對女兵的需求應該不止一百人,希望今年多募一些女兵,他當場詢問三軍及聯勤、後備司令,對女兵員額增加有無意見,各軍種於是重新提報需求,由李傑核定招募六百零四人,從六月到年底分三梯次招募。
國防部官員說,擴大募女兵,每年要多花二千萬元,但不影響年度預定募男兵的名額,只是把一些後勤、補給、保修等戰鬥或勤務支援的工作再調整釋出給女兵,不會讓女兵擔負直接作戰任務,聯勤的彈藥類勤務因危險性高,也不會讓女兵做,其他職缺除了原本招募的陸軍、空軍、聯勤都將增加名額之外,海軍、後備、憲兵、飛彈司令部及國防部也將跟進,增加女性志願當兵的選擇。
保薦考核擇優晉升
官員指出,女兵分發單位以旅級、指揮部以上有較完整的營區為主,營、連、排等獨立偏遠單位,因管理及生活設施不方便,暫不考慮。軍方目前已規劃好女兵的專屬生活區,第一階段先到成功嶺受入伍訓,第二階段到後勤學校等兵科學校受基礎訓練後再下部隊服役。
官員表示,國軍實施「精進案」後,聘僱人員遇缺不補,只剩軍文並用職缺,不是用軍人,就是用高普考及格的公務員,但中、高等職缺都要留給軍人,沒有那麼多缺可給文官,而行政、補給類的基層缺額,低階文官又不好找,若增加晉用女兵,等升士官後,就可取代僱員,解決事務性工作沒人做的問題。
官員說,軍事發言人室四月一日首度用一名女性士官長在新聞行政組工作,即徵選女士官協助的明顯趨勢。考量未來沒有女士官的來源,為了不造成斷層,女兵經受專長訓後,通過旅級主管的保薦、考核,也可擇優升士官,暢通女兵的升遷管道。

MND director Lee Jie pointed out in a military conference that separate factions (air force, army, etc) would require more than 100 females, and hoped for more females in the military this year. Duuring the meeting he directly asked the Generals if there were any objections to increasing the number of females in service. A MND official stated, increasing recruitment of females would take an additional 2 million NT, but would not affect the numberes of male soldiers, it simply diverted some of the reserve, supply, repair etc jobs to females, not subjecting them to front-line missions.
