TLDR
  1. HK416 is good but too sensitive on tolerances, QBZ191 is based on AR-15 but more rugged.
  2. Reciprocating charging handle let you feel if gun need maintenance.
  3. Charging handle on right side as it's easier to hold with gun with left hand because of balance.
  4. QBZ can disassemble gas piston forward without removing handguard, easier maintenance.
  5. Unlocking too fast wear the action so the bolt and carrier is longer to unlock slower.
  6. The lever is to prevent rotation and friction. QBZ magazine spring is stiffer and have feeding bullets have more friction.
  7. 4 large lugs enable slanted locking face to make unlocking less abrupt. (see video)
  8. "Octagonal" bolt carrier is to have flat stabilizing surfaces.
  9. Dual longer extractor spring.
  10. Action coated with TaC

  11. No M-LOK because it requires metal handguard. Metal isn't good in extreme cold as skin sticks on it.
    Plastic is better if you don't have gloves in cold or if sun shines on it in desert.
    Screw holes for attaching rails if necessary.
  12. Non free floating handguard as it's lighter and conventional rifle is already front heavy. QBU for marksman is free floated.
It feels like PLA have requirement for QBZ to be used by conscript with less training and equipment.

The QBZ19X series must be equipped to millions of users in both the PLA and PAP, making cost control crucial. Compared to small arms, China places greater emphasis on investment in heavy weapons.

This is illogical. If it’s cold enough for skin to stick in metal, you should have gloves on.
Design was made as early back as 2014. We know it was only in recent years that the PLAGF finally stopped being so stingy over little things. Honestly, makes me think if they decided to do a clean sheet design today or even 5 years from now. Probably would end up with that silenced "as val" looking prototype.

Who knows? There are so many new things being tested right now. For the QBZ 191, they could always just go the way the admins have said previously where they just replace the entire upper with something more modern. Then there is the clean sheet design of the "as val" version of the QBZ 191, which could also have a replacement upper reciever to the regular 5.8. We've also seen what looks like a 6.8 variant of the QBZ 191 on a wall somewhere.

Other new stuff not related to the QBZ 191 is the bullpup anti-material rifle, the grenade launcher rifle, the new shotgun, etc. etc.

There does seem to be some large budget going into small arms development, so anything could go.

Winter troops aka posted in Tibet or other cold regions are exempted form this because the PLA does have common sense.
Of course they do, the pla has had historically issued both winter and tactical gloves in the pass, 1224 also came with winter gloves and a set of black and tan tac gloves. The new generation of small arms also has an enlarged trigger guard for gloves usage too.
