professionalization of PLA and 3 "huas"

Has anyone heard of the three "hua's": revolutionization (geminghua), modernization (xiandaihua) and regularization (zhengguihua). I found an article on globalsecurity.org by Richard J. Latham and Kenneth W. Allen, from about 15 years back, but have been unable to find anything more recent. Is there anyone here familiar the subject?

My main question is, are the three huas a way for the Party to gain more centralized control over a military whose modernization is encouraging the phenomenon of professionalization, or is it a reaction to elements within the military that are pushing for professionalization of the military (like what happened in the 50's w/ Peng Dehuai and Mao?)

I hope someone here knows what i'm talking about - thanks ahead of time!

Chinese leadership has realized that the PLA is too backward to defend China, thats why the instituted these reforms.

so to answer ur question, the 'hua' is the actual modernization of the military, it is meant to encourage professionalism rather than gaining more control over the army, tho i must point out the the CCP pretty much have absolute control of the state and the army, it wouldnt make sense that they want to more control. i mean once you control everything, what more is there for you to control

I dont know if you can understand Chinese, but this is a video from a Chinese news program. It spells out the kind of professionalization the China wants to achieve. Be warned, the TV channel it originated is part of the government controled media outlet, but it does tell the intentions of the CCP.
