Key US senators slam China on military parts probe

WASHINGTON (AFP) – Two key US senators accused China of hampering a congressional probe into how counterfeit electronics ended up in the US military supply chain by denying entry visas to investigators.

"I can't say that I'm surprised, but I surely am disappointed, and it's not in their interest," Democratic Senate Armed Services Committee Chairman Carl Levin told reporters. "I am disappointed that they don't see that."

"The United States and China are not destined to be adversaries. We have overlapping interests and this is actually one of them," said Senator John McCain, the top Republican on Levin's panel.

The senators also said China had required that government minders attend any interviews conducted in China as part of the investigation, which was announced in March, but agreed that request was a "non-starter."

Levin and McCain said that they had worked for weeks to get entry visas for staff to visit the city of Shenzhen in Guangdong province, which they described as the epicenter of the fake parts trade based on US government reports.

"We are not confirming guilt or innocence, but there are sufficient allegations," said McCain, who warned that at stake was "the ability of this country to defend itself with weapons systems that it can rely on."

US defense contractors and component distributors "almost totally and exclusively point to China, specifically the city of Shenzhen in Guangdong province, as a source of counterfeit electronic parts," said Levin.

The Democrat said the investigators would meet with the US consul general in Hong Kong early Wednesday as part of a last-ditch attempt to secure the necessary visas for what he said would be a one- or two-day visit.

"Our staff has been told that the trade in counterfeit electronic parts takes place openly in that city and in that province, and they plan to travel to that city to make a firsthand assessment," said Levin.

Wang Baodong, a spokesman for the Chinese embassy in Washington, said that the issue "involves law enforcement and China's judicial sovereignty, which should be respected."

"We've been telling the congressmen's offices that such issues are supposed to be raised through the normal channel of China-US law enforcement cooperation, and we're ready to stay in touch with the US side," Wang said.

McCain, asked by AFP what would happen if Beijing continues to block the trip, said: "I would guess that we will then complain about it but then also we'll seek further investigation on this issue."

He noted that a 2010 report by the Government Accountability Office -- the US Congress's investigative arm -- on the issue "didn't get Chinese cooperation."

Levin said that report found that counterfeit electronics had "infiltrated" the Pentagon's supply chain, including microprocessors for the F-15 fighter jet and microcircuits for US Missile Defense Agency hardware.

Levin also pointed to a January 2010 US Commerce Department report that surveyed 400 companies that "overwhelmingly cited China" as the source for counterfeit electronics.

"It should be in China's interest not to have counterfeiting of these electronic parts going on, because it would harm legitimate Chinese companies as well," said McCain.

"So I hope that the Chinese will recognize that this is in both countries' interests to track down allegations that have been made," he added.

Observers of US politics expect to hear more anger directed at Beijing as the 2012 US presidential election campaign heats up against the backdrop of stubbornly high unemployment often blamed here on China's economic rise.

Hmmm... the US has laws about "made in the USA" for military parts. US contracts go out to American corporations. How is this China's evil doing? Having an investigating team stuck in Hong Kong where the Chinese government is refusing them entry into factories where these parts came from does absolutely nothing except displace blame from the very US military contractors who decided to buy alternative parts from China just so they can make more money. China has nothing to do with it. Like these military contractors will tell the Chinese manufacturers what these parts were being used for so some devious plot can be hatched? Even if that were the case, the US military contractor is still to be blamed for all of it.

Both sides can take blame as both side has a point where some choice could be made (for diplomatic gesture, image, morale PR, or whatever purpose) to do the 'right' thing or convey the 'right' message. But it is easier for "us" (whoever the 'home' side is) just to blame "them" (whoever the 'away' side is). Sad behavior seen many times over.

Not really because a company buying parts just buys parts and doesn't tell the manufacturer what they're being used for. To the manufacturer it's just an order from a company. The military contractor could've just said they were being using for something non-military. Does anyone really believe the US contractor told the Chinese what they were being used for? A couple of hours ago they were talking about this on CNN. The Congressman being interviewed had to keep clarifying to the news anchor who was trying to vilify China that this is the fault of the military contractor trying to skirt laws by buying a less expensive alternative.

No one put a gun to their head and forced them to buy a cheaper Chinese version.

I understand your view. But I am just saying it is a good time to cooperate in the investigation as a diplomatic show. If it is all the contractors fault, help them blame the contractors. Don't trust that McCain or investigation team? Call Huntsman.

Don't get me wrong, neither scenario seems likely -
Hard-core Republicans not blaming China (regardless) or China quickly responding and being open to this -not-really-important-issue- as an act of 'friendship'.

Sorry to say if they've gone down this road, it's planned that way. Whether the Chinese government let's them in or not, what's that going to do? They've already set it up to displace blame onto China. This is like Mattel being criticized for made in China toys with lead in them. In the US Mattel let China take all the hits and blame. Then nearly immediately the President of Mattel flew to China to apologize to the Chinese. Why would Mattel have to apologize if it were China's fault there was lead paint in their toys? It's because a lot of these companies that outsorce to China follow the Wal Mart model. They go to China with a product they want manufactured. They call in all the manufacturers to a meeting and place the item on the table where all of them bid to make it. The lowest bidder always wins. Then Wal Mart tells that manufacturer to cut the cost another 25%. What happens is the manufacturer is forced to used the most cheapest materials which usually involves using lead. These companies know what they're doing and are not being duped or being a victim of Chinese practices just as the Congressman in the CNN interview happened to also mention. China is not obligated to ask these companies what these parts are being used for. I can see if they did, China would be railed again for scrutinizing what they were being used for so they can hatch their evil plot. Fact is there are laws that these US companies that get military contracts can only use Made in USA parts. How is that China's fault if they chose to break that law? Moreover that chances are the US contractors never told these Chinese manufacturers what they were being used for like business as usual.

It is quite simple to remind the customer that it is now 2011 not 2005 or whenever and here's the price to supply the part 100% to specification. If the price isn't to the customers satisfaction then they can take a hike.

Afterall no one wins by selling fakes.What if that type of mentality was adopted by the people whon supplied the PLA.How many J20's and other planes boats tanks etc have their own domestically produced questionable parts.?

Why don't the Congressmen rake American defense contractors over the coals for buying parts for American weapons from Chinese companies? Might it have something to do with the fact that those companies pour endless amounts into lobbying, and taking them on upsets that money flow, while blaming China is pretty easy?

Although I do wonder, if China is stopping American investigators from following up on the story, might this be a Chinese intelligence operation? If they had a chance to mess around with the American military supply chain like this, we can only expect that they would take it (any intelligence agency worth its salt would). On the other hand, the visa trouble and insistence on minders might just be attributable to natural bureaucratic inertia and suspicion.

The US has these questionable chips in their possession. The US Senate doesn't have to send an investigating team to the manufacturer if there's a conspiracy involved. What is that going to do and what would they find at a plant in Shenzen? Can't US intelligence examine these chips for anything suspicious? The reason they sent investigators to China was a show for the public and they knew China would refuse to add to the show and deflect attention away from those truly responsible and broke US law. Because they're not doing these things and instead pointlessly sending people to China to investigate says this is simply a case of a US contractor trying to make more money by using cheaper Chinese versions of the parts needed.
