大陸官媒援引有關消息披露，中國國防光學單位計畫將雷射炮技術移植到891試驗艦上，爭取在2014年前取得重大技術突破，並為戰術雷射武器的量產做好必要的準備。

據《參考消息》報導指出，由於雷射炮攻擊速度快、射程遠、轉移火力快、每次發射成本低，目前是解放軍實現全方位、超低空攔截的理想武器。

早在2007年，美國《防務新聞》就曾報導，中方曾多次使用高性能雷射武器，在美國間諜衛星飛臨中國上空偵察時，從地面進行攻擊性干擾，擾亂衛星正常運作。報導還稱，美方認為中國在雷射反衛星技術方面已經成熟，並擔憂自己的衛星會遭到攻擊。

Not sure what it means. Is it saying that it will be tested on the ship by 2014 or that the technology will be completed?

I believe they meant that the laser technology will be implanted on the test ship (no date given), and they will try to achieve a breakthrough before 2014. Note... the keyword here is 'try to' which mean not certain, and 'breakthrough' which also doesn't mean the technology will be completed and usable. It just meant that they will breakthrough current bottleneck.

I believe that if the news is legit and the Chinese are indeed doing this test, and even if they kept to the timeline, they might still need a few more years to be able to induct this technology to their ships.
