Not sure what unit this is, but the badge has a stylized number 28 on it, and this is a H-6 bomber unit.

I believe its the badge of 1st Training Brigade of Harbin Flying Academy .The writing down there looks like
哈尔滨飞行学院第一训练旅. Also the slogan above "谋攻胜敌、勇为刀锋" belongs to this unit.
ps: The wing of the eagle in the middle is a stylized form of two Chinese characters "雄鹰“,which means heroic eagle.
Why do you think it has a Connection to nuclear missiles?
Cause the badge under 41st badge indicates 核导弹, which means nuclear missiles.
Though IMO they are separate, some people said they might have connection.
