PLA will have a Military service registration system

today,China proclaim that they adopte a registration system for Military service,Males who reach age of 18 have an obligation to register their message in order to conscription,I am surprise that PLA issue this stange ploice,they don't lack for manpower,I want to konw why,this is link:

probably its becasue it would be easier for them to mobilize people if a total war breaks out. an army need to prepare for the worst and expected the best

Military registration is one way to keep track of personnel who could be conscripted in the Armed Forces in the event of possible conflicts. Some countries like the US and UK have State Guard Units/Reserve Forces made up of volunteers who do part-time military training. Personnel have remained in their Reserve Units for many years doing their services without any government pressure. Because they are trained Reservists, they can be deployed with Regular Units as done in Iraq & elsewhere. To quote the former British PM, Winston Churchill during WW II, "The Volunteer is twice the Citizen". I subscribe to this as I was a Mobilised Volunteer Reservist, effective & proud to be one.

PLA also have reserve unit many years ago,in my view,the new police implied PLA want to procure soldiers by coercion,you konw,manpower is not a problem in China,so it is strange that they want to expand their manpower in peacetime

My feeling is that this is more applicable to officers rather than enlisted personnel.

I think you're being a bit paranoid about this. As mentioned by others, many countries have a registration system to keep track of their manpower available for military service. Potential manpower is much less useful if it is unquantified and disorganized. I'm surprised China did not already have such a system.
