The most interesting part is that he specifically mentions HQ-19 in the nuclear context. Degrading the Indian nuclear deterrent obviously opens up lots of strategic space for Pakistan, but that's a very dangerous game to play. Cynically, I suppose Beijing would be happy if Islamabad is willing to take the risk.
