India Hopes To Build New Fighter Jet with Russia
By AGENCE FRANCE-PRESSE, MOSCOW

Indian Defense Minister Pranab Mukherjee expressed satisfaction Nov. 18 with his country’s already sizeable defense procurement cooperation with Russia and outlined hopes of their jointly building a new fighter jet.

Mukherjee reiterated India’s hopes of developing a new fighter jet with Moscow, following an agreement signed this week to jointly build a new transport plane.

“Our armed forces and industrial enterprises in this sphere would like to take part in all stages of the production of a fifth generation fighter jet,†he told the Vremya Novostei newspaper during an interview as he visited Moscow this week. He ruled a purely financial role for New Delhi in such an endeavor, however..

“Russia is India’s biggest supplier of defense products and I don’t foresee any change to that in the next few years,†the newspaper quoted Mukherjee as saying.

“Our defense cooperation will widen and deepen. … Currently contracts worth around $9 billion dollars are being fulfilled,†Mukherjee said.

Russia’s defense industry has built on Soviet-era ties with India and now supplies around 70 percent of India’s arms imports. New Delhi is the second-biggest buyer of Russian military hardware after China.

As India develops its own defense industry, the two countries are increasingly developing joint projects, with some production already carried out in India under license, including building of Su-30 MKI fighter jets and T-90 tanks, Mukherjee said.

Indian Prime Minister Manmohan Singh is himself due in Moscow next month, when he will sign agreements that include one aimed at protecting intellectual property rights.

The two countries held joint military exercises in the Indian state of Rajasthan last month.

Recent Indian purchases include the Russian aircraft carrier Admiral Gorshkov, while the two countries are jointly building BrahMos anti-ship missiles.

I don't expect it coming out until around 2018-2020. The development has just started and since this is a totally new aircraft the Russians are building, it will take much trial and error until perfection.

guess finally the indians realized that the lca and mca programs wernt going to be sucessful, but rather end up like the arjun. and russia finally managed to get someone to finance a new plane. so is this truly PAK FA?

at least this shows indias catching up. this is much closer to china in the mid-late 90s, when it still depended on buying and joint producing russian equipment. i guess india will be able to rely on itself by 2015.

There were speculations from AFM that the Indians are more interested in Mikoloyan design (which was more of a medium sized fighter) than Sukhoi's heavy fighter. Either way, it looks like Russia can't proceed with its fifth generation design without foreign investment. I see this pretty much as a formality, since India has pretty much shown it is not yet capable of domestically producing a high level fighter jet. Let's see how much India can learn out of this. If the rumour about India wanting to finance the Mikoloyan project to be true, the Russian 5th generation plane might come out even later than I previously expected. The more I hear about this situation, the better I feel about China's decision to not agressively pursue to jointly developing with Russia.

The part that I highlighted in this article was the wording the Indian defence minister chose: Mukherjee reiterated India’s hopes of developing a new fighter jet with Moscow.

This tells me that the deal has not been finalized yet, even after so many years. India's demand would ostensibly be securing Russian promises not to export this plane in the future to India's rival, China.

But what else would they still be bickering about? Russia may go ahead with this program without a partner of India dallies for too many years. This program should have been started five years ago. Russia is already behind the curve, and can't afford to fall any further behind. America already has F-22's in production and this new Russian fighter couldn't possibly be finished before 2015 even if they started the program today.

The most recent defencetalk news said clearly that a deal has not been signed on the 5th generation fighter and will not be signed on the recent visit by India's defence minister. I think that should've cleared up everything. It makes you wonder though, where is Russia getting the money from then?
