Those sort of thing are not unheard of between provinces. Shilao once told a similar funny story about Zhejiang and Jiangsu fighting over control of Lake Tai. Shilao's home town of Huzhou (part of Zhejiang) traded away administrative rights to their part of Lake Tai for rights to some islands which they they then traded away for something else. According to Shilao Huzhou retains control of a very limited "EEZ" of their part of Lake Tai coast going 50m into the water, and one of the thing they did with this is allow China Academy of Science & Technology Development to build a testing facility were they were developing the ground effect craft DXF100:This entire thing is hilarious.

The SCS dispute, in a microcosm.
The lines are "maritime border proposed by Fujian province" and "maritime border proposed by Zhejiang province"
Once they got far enough to test this thing you would see amusing scenes like this craft zooming along the surface at 100 knots and both Zhejiang and Jiangsu water police chasing after it with 50 knots high speed patrol boats, each side thinking it was some sort of secret weapon developed by the other province. Had this issue not being cleared up later Shilao figured Jiangsu government might have gone to Russia to consult on cost to buy an ekranoplan to even the lead in a Taihu Naval Race.
