Participation just means who submit data. If you don't submit data, you don't participate, therefore you don't get ranked. That's unlike US news which tried to rank Columbia based on public info or prior averages. There isn't public info for most Chinese institutions, atleast not easily accessible.

This Act called on the Department to use public-private partnerships to support music diplomacy. In addition, at the September 27 launch, the Department announced the first Peace Through Music Award.
