He didn't do it because he supports CPC, as far as we can tell he did it ironically as criticism, only other 反贼 decided to understand it straight and assume he's a little pinkie. He's being pilloried in 反贼 circles right now and disowned by them.

Here's BBC reporting it. Notice something? It says those 24 characters are socialist core values but never bothers to explain what those core values are. So terrified are they of it, they fear if they translate it and people read it they might think those values aren't so bad.
