Aren't the Cambodians using a base that once belonged to the PLAN?

Those boats are very small. I wonder how sea worthy they are?

As a Cambodian, I didn't know that at all untill I read the news here. Judging from the photos the boats are small and have only one gun (double barrels) though it is the lastest gun of the type of China. I know handheld weapons are provided to the crews, but how effective would these boats be in combat? I guess they're possible given by China free of charge.

Judging from pictures they are designed to Police rather then fight a war. Seems like they can patrol rivers that are deep enough. The weapons are good enough to deal with criminals and smugglers.

Has anyone got any specs for this ship like speed?

There was 2 batches of ships, the first 6 then later 9. I think one was a gift and the other was $60 million USD purchase.

The patrol boats were 46-meter long and 20-meter long. I think all the PLAN FAC's are at least 60 meters in length.

Compared to the Chinese Coast Guard Type 218 patrol boat at 41 meters length (and also equipped with 1 x twin barrel gun):

I'd estimate the Cambodian patrol boats at under 200 tons in displacement. These are marine police patrol boats and really can't be classified as military assets. Even the 60 ton Israeli Super Dvora Mk.3 is more heavily armed.
