Because it can't lift a MBT at the moment. The Y-20 with the WS-18/D-30K engines can only at max maybe able to lift 40 tons. The Type 99A is 50+ tons and even the Type 96 is more than 40 tons. For the Y-20 to lift 60 tons as designed it needs the WS-20 engines. Which at this point is still several years away.

Therefore I doubt they carried a MBT which was my first point until indigenous engine becomes available
In the export version of Y-9E, the electronic warfare equipment in the tail cone may be removed.
